I had this occur after I reinstalled windows 10 and went to install my video editing software, these are the steps I have done to resolve the prompt.
- Start Command Prompt as admin
- type “net user administrator /active:yes”
- Now Sign Out. Then find the “Administrator” account on the bottom left. And click sign in
- Install the software you were trying to install
- sign out from the Administrator account
- Disable Hidden Administrator Account net user administrator /active:no
